The world copper market, depressed for more than a decade, has undergone a dramatic structural change. Depressed demand for copper was caused by the slowdown in world economic growth, a declining share of industry/manufacturing in GDP, substitution by other materials and material saving technologies. No clear evidence exists that increased participation of governments and oil companies has significantly changed the investment behavior and production policies of the industry. Since 1980, various cost cutting measures, closures of uneconomic operations by individual producers, and exchange devaluations have tended to lower production costs in real terms. Copper demand is expected to grow at 1.3 percent per annum during 1984-95. Most additional demand is expected to emanate from industrializing developing countries while demand in industrial countries is expected to stagnate. The Base Case (most likely) outlook for the world copper market is that the price of copper will remain at the present low level in real terms through 1990 (63-64 cents/lb. in 1984$) and then will rise moderately to 73-74 cents/lb. (in 1984$) by the mid-l990s.
